David Winker is Board Certified as a Specialist in Health Law by the Florida Bar and focuses his practice on domestic and international health care transactions and regulatory compliance issues. Mr. Winker has counseled providers in connection with overpayment reviews, program suspensions and federal and state criminal, civil, and administrative investigations, and assisted providers with contracting, corporate structuring and estate planning issues. In addition, Mr. Winker has provided counseling on licensure matters and regulatory and legislative initiatives affecting Medicare and Medicaid providers and suppliers (including coverage and reimbursement issues). Mr. Winker's peers have elected him to the list of the top 250 lawyers in South Florida as published in the South Florida Legal Guide (2003-2008), to the Legal Elite as published by Florida Trend Magazine (2006) and to SuperLawyer's magazine (2007,2008).
