RENOWNED CRIMINAL DEFENSE ATTORNEY JOSE M. QUIÑON JOINS ZUMPANO PATRICIOS & WINKER Daily Business Review

November 2010

The Daily Business Review featured an article in its Legal Briefs section on prominent criminal defense attorney Jose M. Quiñon joining ZP&W as a Partner and Chair of its Health Care Criminal Defense Practice. Together with Joseph I. Zumpano, Quiñon will lead a group of eleven (11) health law attorneys in representing clientele involved in federal health care law prosecutions. The union with health care and international law attorney, Joseph I. Zumpano, offers the combined skill sets of two of South Florida's legal leaders in their respective fields. With over 34 years of experience, Jose M. Quiñon is a nationally recognized criminal defense attorney who, after leaving the State Attorney's Office as a Major Crimes Prosecutor in 1983, has successfully represented clients in some of the most publicized trials in South Florida. Quiñon has extensive experience in connection with federal health care law prosecutions, including the recent highly publicized acquittal of a doctor charged with Medicare fraud while working at a Miami health care facility. While Quiñon's practice has focused on health care criminal defense matters, Zumpano's practice involves Medicare/Medicaid and other third party reimbursement issues, fraud and abuse matters, compliance with law, and major litigation and arbitration matters, including the representation of large hospital systems, and other health care providers, in multi-million dollar disputes with managed care payors, as well as disputes between healthcare providers. The duo also has substantial overlap in international law matters. Zumpano has successfully led a number of ground breaking international litigation efforts, including the historic case of Weininger v. Castro, in which almost $24 million was collected in a lawsuit against Fidel Castro, Raul Castro and the Army of Cuba and the historic case of Breitenstine v. Breitenstine, in which a rare piercing of a Bahamian trust was accomplished with a court ordering the turnover of approximately $4 million in assets. Likewise, Quiñon has won remarkable verdicts in international law matters, including a not guilty verdict in an internationally publicized federal case of an individual charged in a conspiracy to assassinate a head of state "We are truly excited about the opportunity to provide our clients with the experience of Mr. Quiñon," said name partner Leon N. Patricios. "Mr. Quiñon's skill set in criminal law matters will be an amazing complement to Mr. Zumpano's extensive experience in the health care law and international law fields, as well as the experience of other attorneys at our firm. "We believe that this combination of skill sets is extremely timely in light of the increased level of federal health care law prosecutions taking place in Florida and around the country and will constitute the largest health care criminal defense practice in South Florida. Joining ZP&W along with Quiñon is criminal defense lawyer Kristina Maranges, Esq., investigator Jose Gonzalez of P.T.I. Investigations, Inc., and Quiñon's wife Esther Quiñon. ZP&W's Coral Gables office is expanding at the same time as its Chicago office, which was established earlier this year, expands to four (4) lawyers with the addition of Jesus O. Garcia, an immigration lawyer and litigator licensed to practice in both Illinois and Puerto Rico. The firm has grown to sixty (60) members worldwide.
